GUWAPEX 2021-22

1. INTRODUCTION:

GUWAPEX 2021-22, the first ever District Level Virtual Philatelic Exhibition of Guwahati Postal Division will be held ‘VIRTUALLY’ during the period from 3rd March 2022 to 4th March 2022.

The online exhibition is being organized by Guwahati Postal Division, under Assam Circle for the promotion of Philately, to showcase India’s Rich Cultural Heritage and observance of “Azadi ka Amrit Mohotsav”. The exhibition shall be displayed on https://assampost.org/exhibition/guwahati-exhibition

2. SPECIAL REGULATION:

• In GUWAPEX 2021-22, all competitive Exhibits will be judged as per the FIP rules and regulations. 

 

3.EXHIBITION CLASS:

1. The exhibits in GUWAPEX 2021-22 will be classified as Competitive and Non Competitive classes.
2. Competitive classes (detailed shown at point 4)
3. Non competitive classes (by invitation only)

 

4. COMPETITIVE CLASS:

The main theme of the Exhibition will be: “CELEBRATING UNSUNG HEROES”. All exhibitors in this class except Youth Class and One Frame Exhibits will display minimum three and maximum five frame exhibits. The Exhibitors in Youth Class will display minimum one frame and maximum three frames and One Frame Exhibitors will display one frame only.The exhibit may be sub-classified under the following:

5. ELIGIBILITY FOR PARTICIPATION:

1. Participation in GUWAPEX 2021-22 is open for the participants under Kamrup district.
2. A participant may not be permitted to enter more than one exhibit under a class. Not more than 3 entries per three frames whichever is lesser. 
3. Exhibits may only be entered under the name of the Exhibitor and the use of pseudonyms is not permitted.
4. Every exhibitor must have owned his/her exhibit for a minimum of 2 (two) years before being eligible to participate competitively.
5. Every Exhibitor will abstain from exhibiting material that does not conform to the laws of the land. 
6. Winners of Medal/award up to Vermeil in National Level and Gold in State level exhibition will not be able to take part in the competitive class.

 

6. DOCUMENTS REQUIRED FOR REGISTRATION:

1. Address Proof ( Aadhar, Passport , Driving License, Voter ID etc).

2. Age Proof ( Birth Certificate, School Certificate , Pan Card etc)

 

7. FRAME DEFINITION:

• Each frame means sixteen sheets of A4 size or the equivalent in double pages or a combination of single & double pages, but the height of the sheet must not exceed 29.7 cm.

 

8. ENTRY FEES:

1. There is no fee for participants in the Non-competitive Class.
2. There is no fee for participation in the Youth Class. But the exhibitor needs to submit an age certificate to prove the eligibility in the class.
3. The entry fee for the one Frame class will be Rs. 300.
4. The entry fee for all the competitive classes (except the above two classes) will be Rs.250 per frame.

 

9. ENTRIES  -- FILE FORMAT:

1. There will be approximately 100 frames in the Competitive class.
2. All entries must be scanned in jpeg format. Resolution of the scan should be minimum 300 dpi. 
3. SHEET SIZE:  (a) 23 x 29 cm (A4) (b) 46 x 29 cm (A3)
4. In the case of sheet size of 23 x 29 cm, file size per page should not be more than 800 KB.
5. In case of sheet size of 46 x 29 cm, file size per page should not be more than 1.6 MB.

 

10. APPLICATION FOR ENTRY IN COMPETITIVE CLASS:

•       Exhibitors will apply online on the website, viz. https://assampost.org/exhibition/guwahati-exhibition/registerAll the participants should upload their age proof along with their submission to prove their participation.

 

11. ALLOTMENTS OF FRAMES AND SUBMISSION OF EXHIBITS:

1. The participants will be intimated regarding acceptance of entries and the number of frames allotted by 10th December 2021.
2. The number of frames may be increased or decreased at the discretion of the allotment committee without assigning any reason.
3. The allotment committee at its sole discretion may reject any entry, without assigning any reason.
4. The Exhibitors must submit the scanned copies of their exhibits along with the application number to the designated Email address. 

 

12. PARTICIPATION FEE:

1. The participation fees should be paid in full along with the application.
2. All payments should be made through UCR at any Post Office.
3. No refund will be made for absentee exhibits.

 

13. LIABILITY: 

1. No liability/responsibility shall be attached either to the organizers of the exhibitions or to members of the organizing committee, organizing society or its employees or voluntary associates for any loss or damage arising from any cause or reason whatsoever.
2. As the exhibits are uploaded on the websites which are available in public domain. Organizer or organizing committee is not responsible for any copy, photography or downloading of the whole exhibits, exhibits pages or items. Organizing committee cannot prevent the same. 
3. For all disputes arising in respect of the exhibition, the decision of the organizing committee shall be final.

 

14. CERTIFICATE OF PARTICIPATION:

1. A certificate of participation will be awarded to all the participants.
2. Exhibits in the invitee class will also be presented with a memento and certificate.

 

15. JURY AND AWARD:

1. The Jury will evaluate exhibits as per the FIP rules and regulations in the Competitive Class.
2. Mark sheet will be provided to all the Exhibitors.
3. The jury will present the report and list of awardees to the organizing committee. The decision of the jury in all cases will be Final.
4. The deliberation of the jury are confidential and its decisions, once announced shall be Final and irrevocable.
5. Jury critic session will be held on 27th December, 2021.
6. The jury will award Gold, Vermeil, Silver and Bronze medals along with Certificates and Mementoes.

From 90 to 100: GOLD	From 80 to 89: VERMEIL
From 70 to 79: SILVER	From 60 to 69: BRONZE

1. There will be Best Exhibit award for each age group of youth class.
2. A certificate of participation will be given to all the participants.
3. Single frame exhibits will be awarded points which will be mentioned in the certificate. No medals will be awarded. Only memento will be given.
4. Exhibits in the invitee class will also be presented with a Memento and certificate.
5. In case of Speech Writing Competition, online quiz competition and Collage art Competition (Using Postage Stamps), Junior and Senior groups will be awarded with a medal and certificate.

 

16. AMENDMENTS OF RULES: 

1. The organizer reserves the right to add, alter or amend any of these rules anytime without any prior notice.
2. The decision of the organizer in all questions connecting to the exhibition shall be final.
3. In any matter arising from jury decisions, the ruling by the chairman of the jury shall be final and binding.

 

17. ACCEPTANCE OF RULES AND REGULATIONS:

• The submitting of application form online by the exhibitor on the URL will be deemed to be the exhibitor's acceptance of these special regulations of GUWAPEX-2021 and all other rules and regulations along with any amendments made hereafter in their entirety.

 

18. COMPETITION FOR STUDENTS:

Several competitions related to Philately will be organized for the students, such as Speech Writing Competition, Online Quiz Competition, Collage art Competition (Using Postage Stamps) etc.

 

1. Speech Writing Competition: Students will purchase Inland Letter Card from the Post Office and will write the speech on that. It must be scanned in 300 dpi and upload the same in the website. Students will register their name and other related information in the website.

                 (i) Junior Group: Up to the age 14 years (Theme: India’s Rich Cultural Heritage) ( Maximum words 200 to 250)

                 (ii) Senior Group: Age from 15 to 18 years (Theme: Azadi ka Amrit Mahosav) (Maximum words 250-300)

                 (iii) Open Group:  Age from 18 years. (Theme: Celebrating Unsung Heroes) (Maximum words 250-300)

 

       2. Stamp Collage Art Competition: Designing collage art in A4 size IVORY SHEET using postage stamps. Participants will register their name and other related information in the website.

                (i) Junior Group: Up to the age 14 years

                (ii) Senior Group: Age from 15 years to 18 years.

                (iii) Open Group:  Age above 18 years.

       3. Online Quiz Competition on Philately: The quiz competition will be conducted online. Participants will register their name and other related information in the website. 

                (i) Junior Group: Up to the age 14 years

                (ii) Senior Group: Age from 15 years to 18 years.

                (iii) Open Group:  Age above 18 years.
